Iphone 13 stuck on language screen at time of setup

I have just got my new iphone 13 and upgraded to iOS 16 but while set up it got stuck at language and region screen it's not going forward. I have restarted 2 to 3 times still no luck

Try a forced restart and then see if you can complete setup. See this for the instructions.
