Mac OS wifi pop up window does not function

The Mac OS wifi pop up window has never functioned correctly to connect me to a wifi. Every time I try to select a wifi network from the wifi pop up box, it returns the error box "The Wifi Network Could Not be Joined." Also, it hasn't functioned since I started using the Macbook Air in 2022, no matter the macOS version (from the initial version to the current Ventura). I can, however, always connect to wifi by clicking on the wifi connection symbol in the menu bar at the top of the screen.

I assumed this was a known software bug that would eventually get fixed, but it has never worked and I'd like to see if it can get fixed.

Yes, come to think of it I believe it does only happen when trying to connect to public wifi networks! For example, the issue usually occurs when trying to join or rejoin a hotel's wi-fi network, or a coffee shop wi-fi. I don't think it happens when connecting to known and trusted networks stored in my list of networks that I've connected to with a password, such as my home wi-fi, workplace wi-fi, or the homes of family and friends. Is there a fix specific to trying to join public Wi-Fi networks?
