I received several phone calls from an organisation which, having researched the calling number, indicated it was a scam. I used the iphone blocking feature to attempt to block the caller but today received a call from the number I had blocked. The number is in my "Blocked Contacts" list. I assume this feature is not working. Please can it be fixed?

OR the scammers are phishing the blocked number but are actually using a different phone number to call you.
I DO understand - I'm just pointing out that a facility that purports to be able to block calls from unwanted callers should have a "health warning" to indicate that it can easily be subverted and that someone using it cannot expect not to be called again by the same organisation. Apple should be warning their customers of this fact.
The facility says "Block this caller", not "Block this number" if you want to be pedantic.

YOU don't seem to understand. The number you block is blocked, but the scammers are pretending to use that number to call you when they are actually using a different number, hence phishing that number.
