Why can’t I permanently delete Game Center?

I keep turning off and signing out of Game Center and my settings keep getting changes. My phone starts acting weird so I go into the settings and find out my Game Center is back on! My iPhones have been hacked mind you for 9 years and counting even in apples new “Lockdown Mode”. Why can’t I permanently delete Game Center??Apple needs to make that an option. In my research, nefarious things can happen through Game Center!

It sounds like Game Center is being toggled on after you have turned it off. Let's ensure it's completely turned off:

Tap Settings > Game Center > Turn Off
Tap Settings > [Your Name] > iCloud > Game Center > Turn Off
