Hello EmreTLN,
This feature should be working as expected on your Mac, so let's look into possibilities. Do you have any type of Restrictions enabled on the Mac? Is this your own personal Mac or was it given to you by a school or a business?
To troubleshoot this issue, we advise that you restart your Mac (Shut down or restart your Mac) and make sure it's fully updated (Update macOS on Mac). Once those are done, please test this issue.
If the issue persists, continue by testing to see when this behavior occurs. First, put your Mac into safe mode and test. Booting into safe mode will disable any startup and login items from automatically opening, which can help us to isolate the source of the issue further. When you do this, you’ll see some unusual behavior from the display; this is to be expected. Please follow the steps in this article: How to use safe mode on your Mac.
Next, let's see if this behavior persists in a new user account on your Mac. Testing in a new user will determine if you have a system-wide issue or if it's user-specific. Please follow these steps to make a test account that can be deleted later: Change Users & Groups settings on Mac. Once the new user account has been set up, log out of your own account then into the new one to test the issue.
Let us know how this goes, please. Thanks and take care.
This is a user-to-user technical support forum. We cannot fix anything. But we can give you workarounds.
The "Prevent automatic sleeping on power adapter when the display is off" ONLY works as long as your are connected to the charger.
If you are using the battery, then the Mac goes to sleep as soon as the screen turns off.
Changing System Settings to keep the screen awake longer will extend the period of time before the Mac goes to sleep.
System Settings -> Lock Screen -> Turn display off on battery when inactive -> 1 min, 2 min, 3 min, 5 min, 10 min, 20 min, 30 min, 1 hr, 1.5 hr, 2 hr, 2.5 hr, 3 hr, never
System Settings -> Lock Screen -> Turn display off on power adapter when inactive -> 1 min, 2 min, 3 min, 5 min, 10 min, 20 min, 30 min, 1 hr, 1.5 hr, 2 hr, 2.5 hr, 3 hr, never
If you are plugged into Power, there is a setting to stay awake when the screen turns off. This does not work when on the battery. Only keeping the screen awake will keep the Mac awake when running on the battery.
System Settings -> Displays -> Advanced -> [X] Prevent automatic sleeping on power adapter when the display is off.
Another option is to install Amphetamine from the Mac App Store.

Surely by this logic I could set all sleep settings to 'never' and the toggle would work? which doesn't.
Amphetamine is interesting but it's own toggle feature to prevent sleep when the lid is closed, also doesn't work on my new Macbook Pro M2 14".
Still in need of a work around or fix
Same issue here. It's a bug. Please provide a fix.
Try Applications -> Utilities -> Terminal
