I have read that in order to boot to an external disk in Monterey, you need to shut down, and then hold down the power button, wherin you see all the boot disk options. I do that, and nothing happens. Why? The only way I am able to change the boot disk is System Preferences>Startup Disk>restart, which means you have to start out with a bootable disk.

It is not Monterey that changes the requirements. It is the hardware of the Mac.
For a Mac with a T2 chip, you must enable external boot prior to needing it.

For Apple Silicon, that is not required, but getting to the startup manager requires going through Options.

OK, now it works. I'm sure I was doing this from full shutdown, but this time I waited a full 30 seconds after shutdown to press and hold the Power On button. There is some snarkiness about it. Thank you.
You need to hold the option key when restarting. Not the power button.
I should have asked, do you have an Intel iMac or an Apple Silicon iMac?
