boot external in Monterey?

I have read that in order to boot to an external disk in Monterey, you need to shut down, and then hold down the power button, wherin you see all the boot disk options. I do that, and nothing happens. Why? The only way I am able to change the boot disk is System Preferences>Startup Disk>restart, which means you have to start out with a bootable disk.

iMac, OS X 10.11

Not important if you have an M1.

Except it doesn't.

Did you shutdown your Mac, or did you restart? It is designed to prevent remote access to One True Recovery by requiring you get there from shutdown.

It is not Monterey that changes the requirements. It is the hardware of the Mac.

For a Mac with a T2 chip, you must enable external boot prior to needing it.

For Apple Silicon, that is not required, but getting to the startup manager requires going through Options.
