Screen Time and Downtime settings do not work!

I'm so frustrated with Apple on this. The screen time content settings change all on their own, and at times turn off entirely. It's not the kids doing it. I have all their devices with me, set up all the screen time settings from scratch, and I can physically watch the settings change back to default on their own. During downtime their supposed to be allowed to contact a specific list of contacts, but it doesn't work either. It blocks everyone or no one at all. I've tried:

Changing all the passcodes

Removing their apple ID from the family and reinviting them

Making sure all software is up to date

Resetting each device

If Apple doesn't fix this, I'm done with them.
