iPhone 11 ringer issues

When I switch the ringer button to the on position, the phone goes crazy switching back and forth between “ringer on” and “ringer off”. It does this until I switch the button to off.

I have restarted, I have checked all my notification settings and stuff. I have taken the case off, changed to a case that doesn’t cover the switch, and cleaned the switch area.

Nothing has helped so far. Any ideas?
