Notification center hangs in macOS Ventura

Have you tried creating a temporary test user account and set it as admin then test to see if this problem is still an issue while logged into that account? This might help to verify if the problem is system wide, or account specific. Another thing to try might be to run Disk Doctor from within Disk Utility.

For me Notification Center still hangs in safe mode. Ventura has been very buggy for me in general.
