Notifications working only in safe mode, but not in normal mode

I'm using Macbook Air M1 2020, and currently on MacOS Ventura 13.4.1

Notifications are not popping up, neither making sound

If I open up the notification center, they are there

If I boot into safe-mode, they work as expected, but as soon as I restart and boot in normal mode, they stop working again

I've verified that DND/focus mode is off, and Focus mode sharing is also off

I've also verified this problem with multiple apps (Chrome, FF, Slack, Safari)

Please help in resolving this issue
