I have tried almost every possible solution from changing the display profile, resolutions, cable and whatnot. The flickering issue on Dell monitor Dell S3221QS connected to Mac mini M2 does not go away. I was using the windows PC with the same monitor for more than a year and never had a single problem. Not sure who is at fault but neither Dell nor Apple is able to provide a solution.

Dell doesn’t officially support Apple Mac and Apple doesn’t give a hoot either. Nevertheless, this forum might help you.
How is the monitor connected? How long is the cable? Any dongles?

I would stick to using a USB-C to DisplayPort cable with that display instead of using HDMI.
If you have a less-expensive 4K USB-C to DisplayPort cable that is not working out?
Then test a better quality 8K USB-C to DisplayPort cable.

Try HDMI 1m or less.
I am using DP cable way more expensive than this one. Apparently its a compatibility issue.
Try 1m or less with HDMI, just might fix.
Tried and tested. Does not work. In fact, DP cable performs better than HDMI. It does not solve the issue though. Flickering and verticle lines keep coming back.
Test a different Display with the Mac mini.
If you can't return that display, perhaps you can trade displays with someone else.
