Friends location has not updated in hours

I am able to see all of my other friends locations except for one. His location doesn’t show that it’s off or say “no location available” or “no location found” it just shows his location from several hours ago and will not update. I attempted to call them and they’re on their phone able to answer calls and have service. what does this mean?
