Awash in spam and block sender is useless

Lately (last month or so) my me.com email account receives hundreds of junk emails a day. I don't really get why casinos and hot Russian ladies are getting through in the first place, but my worst problem is that block email doesn't work. It sends the blocked emails to junk instead of trash. Legitimate emails often end up in junk so I have to review it. My junk email looks like the first figure below, except you have to scroll and scroll.

I have my setting set to send blocked emails to trash on my laptop, my desktop, and my iPhone. See second picture below.

Please, someone tell my how to make this work. Surely I can empty a cache or something? Set something up in iCloud instead of on my devices? Seriously my email is becoming unusable.

Note: All my devices are updated (e.g. Ventura 13.2.1 on my 2021 iMac)
