Every now and then, the color palette in the 'Text Color' dropdown changes. They were literally different about a month ago--they're now pastels for some reason. They really should be standard ROYGBIV colors.
Is there any way to change these, or are they static/pre-coded into whatever version of Pages one is using?
I'm currently on Pages version 12.2.1 (7035.0.161).

That text color palette automatically adapts its colors to those in the template that you are using. I am unfamiliar with any means to manually override the current palette other than using different colors in the underlying template.
If you use the adjacent (globe) color chooser, then you can create your own custom color palette, and these are stored in your local Library Colors folder. Here is an example that lives in the prior mentioned folder as MyColorSet.clr. I took poetic license in the naming convention for the colors:
If you have text selected, you can click any of these custom palette colors to change that text color.
Select any word. Make it red. In the Character Styles panel, click the + symbol to add that new style. Name it Red Text. You can even assign it to F1 - F8 as a keyboard shortcut key.
These are user supported communities and the Apple product teams do not participate here, so no official word will be coming from Apple. I almost never use that ink well for my color choices as I find it fleeting and limiting…
I liked to use it in a pinch when I was writing to quickly highlight something RED. But now the pulldown choices don't give me that option.
