I have photos in a folder but I want to change the order that they are in so as to put them on a memory stick. Each time I try it they just revert back to the original order. That doesn’t work for what I need them for.

The Finder does not know the order in which files are copied to a storage device. You may only display the order using the various options available in its View menu, such as View > As List, or Sort By > Name, Kind, etc.
I surmise you want to organize them in an album format, for viewing with the Photos app. For assistance with that you probably ought to post a new question in the Photos for Mac - Apple Community.
