Keyboard backlight goes off after log in

Hi,

My Air 2019 keyboard backlight turns off after log in. F5-F6 not working. Bar is seen on control centre, but I got no control of it. It is set at zero and won't move an inch. I drag it only to go back to starting the moment I release the mouse button.

In the settings, backlight option is not there at all. "keyboard illumination" is shown in the when I search. But I cannot find the actual setting on the keyboard section. It just doesn't exist, but shows up on search. What kind of crazy OS update have I got? It's Ventura 13.2.1 btw.
