Home Control Access Lock Not Working

Anyone Else Experiencing This Problem:

Under Face ID and Passcode> Access When Locked; all toggle buttons have been turned off.

"Home Control" keeps self toggling (switching on) allowing access to "home control" when locked. Home Control is not set up on the iPhone; no other Apple devices owned, Restarting iPhone and resetting password doesn't resolve the matter. This is occurring in iOS 16.3.1 and was also occurring in the previous iOS. The Genius Bar techs thought the iOS 16.3.1 update would fix this problem. It has not.

I am a victim of a phishing email scam and have had a few additional quirks (app settings changed, apps using iCloud toggled on i.e. Game Center)with my iPhone. Is it possible the scammer loaded a key logger or something and used it to add the device to a "family group" that he/she controls as a 'parent'.

I would like to have a resolution. I've been to the Genius Bar to many times to count lately. Phone carrier claims that no changes have been made to account.

Any guidance will be appreciated.
