Compact tab layout critical issue in Safari 16.2

Once I switched to separate layout and decided to go back to compact. At the moment I switched in settings - address bar disappeared and both options remained highlited. After restarting Safari whole window didn't show up. Only way to go Safari->Settings and switch back to separate. Safari Version 16.2 (18614.3.7.1.5)

Fixed by renaming /Users/dmitry/Library/Containers/com.apple.Safari/Data/Library/Preferences/com.apple.Safari.plist

Updated to Version 16.3 (18614.4.6.1.6) - problem persists.
