Seems to be a bug with timestamps on Image Capture

Image Capture does not appear to be accounting for summer time correctly i.e. take a picture and the time shown in Image Capture is an hour off if time is not currently summer time

MacBook Pro 15″, macOS 10.13

If you are using Image Capture to retrieve images from an iPhone, it will use the image's internal EXIF DateTimeOriginal date stamp and not the current operating system time. I doubt that Image Capture will take into account any date/time conversions based on the current observed time (e.g. summer time).
