Unable to accept iCloud's Terms and Conditions on macOS Ventura


Hello! 

After upgrading to macOS Ventura, I got a notification stating that I must accept the "New iCloud Terms and Conditions" and that "to use iCloud on this Mac you must accept the new Terms and Conditions." The notification leads me into System Preferences, but it is not possible for me to accept or even read the Terms and Conditions (I press the button that says "Terms and Conditions" but nothing happens). I've been unable of using iCloud for a while now.

I've updated to latest version (Ventura 13.2.1), I've tried restarting the computer, I've disabled "Screen Time". I can't logout of my Apple ID because somehow my AppleID logo disappeared from system preferences  (shown in image - you can only see the "Family" logo, but when I press it, nothing happens) .

Would anyone know how to solve this issue?
