Downloading Music to iPhone 14 Pro

Yesterday received my new iPhone 14 Pro after having the iPhone 13 mini for a little while. When trying to download music onto the 14 Pro through Apple Music, kept getting the message “too many devices - to play offline content you will need to remove some devices from your account” (photo below).

Since then I have been able to download music onto my iPhone 13 mini.

I have tried resetting and starting set up again, spoke with Apple over chat, signed out of Apple Music then back in, removed some devices (on Apple advice) I am an Apple one premier member so thought I can have music on ALL my Apple devices?!?!?

anyone else had this? Any ideas on what I can do?
