My printer is an older model hp deskjet F4280 (not wifi) I updated my apple desktop iOS to Ventura 13.2 and while the system recognizes the printer, it’s stuck in “idle”. I’ve checked for drivers on the Hp site, but it doesn’t recognize Ventura 13.2

Well, old printers do become obsolete...
I see HP support stopping at OS X 10.9 — this is Mavericks going back to 2013-2016 (?)

You can try alternative drivers, reference—
If you can't find an updated driver for your printer give the open-source, free Gutenprint driver a try.

or
Vuescan drivers

You can try using the CUPS interface through your browser and see if there is any improvement for what you currently have stuck on "idle." copy and paste : http://localhost:631/admin/
if you see no interface in your browser, add the functionality from the Terminal.app copy & paste:
cupsctl WebInterface=yes
