highlighting on PDF doesn't transfer to pages doc
Why won't my highlighting on a PDF doc show up when I drop it into a pages doc?

Annotations are not part of the original PDF text when you drag/drop a one-page PDF onto Pages. On the otherhand, and as picas has suggested, by printing to and saving as PDF, you are "flattening" the annotation into the PDF content and that will appear in Pages. It does on Ventura 13.2 with Pages v12.2.1.
