This is not up to Apple, the distributor of the show has to agree to sell it as a box set.

When you search in the itunes media store for the wire, and you scroll through the available options you aren't seeing The wire, the complete series as an option?

Are you physically inside the US?

Have you loaded the most recent version of tvos/MacOs?
