I have been trying to delete my old phone number from Apple Pay, but every time that I delete the way google and Apple says I try to add a bank card and the verification goes to the old number!

Is that number attached to your bank itself or possibly still a trusted number for your Apple ID? You'll want to reach out to your bank to change the number associated with your account.
If the number is still listed as a trusted number, you'll want to go to Settings to remove it.
