I want to enroll my device in Apple care + coverage before it’s too late, but I’m not seeing the option for some reason, yet it’s still covered in limited warranty until February.

AppleCare+ can only be bought within 60 days unless Apple says otherwise. If the warranty ends in February, it was bought about 330 days ago.
