continued issue with trying to send texts or pics to non-iPhone users. all previous info on settings has been performed. carrier has verified settings and it still doesnt work properly. using recent 16.3. with the new iphone 14. iphone 11 and xr did not have this problem. any suggestions?

Contact your phone carrier again and ask to speak to a tech, MMS and SMS are their features.

SMS/MMS is a feature that you pay monthly to your phone carrier. If you changed carriers and it work with the old carrier, then it's a carrier issue. Apple has nothing to do with SMS or MMS, only imessage.
SMS (green) messages are a carrier function. So, yes, you'll need to deal with them. There could be several different reasons why it happened but, as the solution is generally the same (and is done by the carrier), it may not be worth the trouble to track it down.
