iPad iOS update

We have several 6th Gen iPads in our fleet that are still on iOS 11-12. We are noticing that these will not run the upgrade to iOS 16 "over the air". The message "to download and install this software update, connect your iPad to iTunes on your computer" appears under a greyed out Download and Install button. If running iOS 13 or higher there is no issue upgrading. Our iPads are managed by JAMF and do not allow for computer connection but I have take a test iPad with no MDM and the issue still exists so not a problem with JAMF. Anyone seen this and have a solution/workaround?
