Dictation doesn’t work on either my iPad or iPhone. I have tried everything! I think it has something to do with the iOS 16 update, but I’m not 100% sure. Does anyone know what the problem is and how I can fix it?

If it doesn’t solve your issue, please explain the exact context of your issue - what you tried, what you saw, what worked, what failed, your exact iOS and iPadOS versions, error messages, etc.
You might try exactly what I tried: Open Pages, create a new document using a blank template, and start dictating. If the dictation fails, tell us exactly what you see or post a screenshot.

I have tried that and I have updated to the most resent iOS 16.3. It works when I use notes and when I’m writing messages, but not in Pages. I work at a school where some students with dyslexia need to use dictation in pages on their tests, so it’s important that I find out what the problem is. The problem is on both mine and my students’ iPads.
When I open a document in Pages, I press the microphone button. But when I talk, nothing happens. It doesn’t seem to record anything. This only happens in Pages. When I do the exact same thing in notes or messages, it works. Why isn’t it working in pages?
I just tried this using iPadOS 16.3, and the current version of Pages (12.2.1). Dictation worked just fine for me. I wonder if the issue is with the document properties - sharing or similar. I just used a standard template in Pages, created a document, dictated, and all went well.
Hmm, I have the same version and I’m doing the same thing as you are. How can I adjust the document properties? Any other suggestions of what I can do to solve this problem?
