Control Arrow does not switch spaces

I'm running Big Sur on a 2018 Mac Mini. Control-Right (or Left) Arrow does not switch between Spaces. I must go to Mission Control with Control-Up Arrow to make a switch. How can I remedy the problem?

Mac mini 2018 or later

Check your keyboard shortcuts: Use macOS keyboard shortcuts - Apple Support

If in doubt click Restore Defaults.
