icloud drive exclamation mark in circle?

when I use files in my ipad, there is an exclamation mark in a circle next to the iCloud Drive. It doesn’t show up in any other device and I definitely don’t have any issues with storage space. Any ideas what it means ?

iPad Pro, iPadOS 16

Disable then Enable iCloud Drive.
Logout from iCloud, restart the device, and login again.
Sync on different networks.
Reset network settings.
Save a file to Drive to force a sync.
Verify 2FA and Keychain are Enabled.

Turning on and off the iCloud Drive seems to have fixed it, for now.
