My iPad 12.9 pro doesn’t have a phone app. I purchased a sim inserted it got data but not able to call the iPad or make calls from it. I delete all the apps because I used my 12 pro max to set up the iPad. Deleted twice but still no phone app.

Your iPad is not a cellular telephone. It has absolutely no ability to make or receive calls.
Cellular iPads (which you clearly own) can get and send cellular data, so they don’t require Wi-Fi to access the internet.
If you still have an iPhone, you may use its cellular calls feature with your iPad. This could be done whether you have a cellular iPad or not.
