It somewhat depends on where you're starting from. If you've only ever used Music then the library should be in ~/Music/Music, with the media in ~/Music/Music/Media. If things are in this layout you can move/copy the ~/Music/Music folder to an external drive, as ~/Music/Music/Media, then hold down option as you launch Music, click choose library, and open the database <External>/Music/Music Library.musiclibrary. Otherwise, if your library originated as iTunes library that has been moved/converted see Managing your Mac media libraries - Apple Community. You might set <External>/Music/Media as a new media folder, consolidate to that location, then move your .musiclibrary database into <External>/Music and option-start-Music to connect on the new path.

The whole library, or some specific files? I.e. do you want to export copies of some files, or relocate everything?
