I'm trying to combine two videos with Join Clips but the option is shaded out . I'm using iMovie 10.3.5

The Join Clips feature only works to join back together clips that you have manually split (Modify/Split Clip) in the timeline. It will not be activated to join clips that independently have been added to the timeline. It is confusing, I know.
Even when one has manually split the clip, if you thereafter make edits then you need to undo the edits before you can join the two segments back together.
If you need to join together two clips, the only way to do it is to copy the clips into a newly created project and export the project as a movie file on your desktop. That will join the clips together. Then you can import the desktop video file into your original movie project.
