my iphone 11 is stuck on SOS mode

my iphone 11 is stuck on SOS mode and i have restarted the phone and took out the sim card but still no luck.

iPhone 11 Pro, iOS 16

Contact your service provider. When the iPhone cannot connect to your carriers network,. but can still find cellular towers to place an emergency call through it will default to SOS mode.
