Just updated iPhone 8 to 16.2 but screen is frozen with message that update has been done.
have tried the solution of volume up button vol down and pressing and holding power button. No luck..just get a message to slide a power button on the screen to off…..which does not work so still stuck frozen.

You need to keep holding the side/power button even if the slide to power off screen appears. Do the force restart steps again and DO NOT let go of the side/power button until the Apple logo appears.

Check the instructions again. You do not want to power the phone off....you want the phone to restart.
Do not slide the bar to power off. Ignore that and keep holding the button down until the Apple logo appears as the instructions state.
