Screen Time not working

I have been having problems with screen time dropping settings since I updated to IOS 16. I even went so far as to get my kids brand new ipads thinking maybe theirs were too old. I set up downtime and screen time limits and within a few hours they clear. I've turned off screen time and turned it back on. I logged out and restarted their devices. I have even reset all settings and started over. I change the password about every 3 weeks now so I can't imagine they are figuring it out and turning it off within a couple hours after we change it. Does anyone else have a fix for this?
