Thank you for using Apple Support Communities. Sounds like you're unable to send or receive photos using your iPhone. To confirm, is this via text message? We ask because MMS (Multimedia Messaging Service) is a carrier feature that allow you to send pictures and other media via text. It is mentioned here: What is the difference between iMessage and SMS/MMS? - Apple Support


These messages are texts and photos that you send to other cell phones or another iPhone, iPad, or iPod touch. SMS/MMS messages aren't encrypted and appear in green text bubbles on your device. To use SMS/MMS on an iPhone, you need a text-messaging plan. Contact your wireless carrier for more information.

You might have to contact your carrier for this specific issue. However, if you're unable to receive iMessages or send them, follow the steps listed here to sort that issue out: If you can't send or receive messages on your iPhone or iPad - Apple Support


1.) Update your device to the latest version of iOS or iPadOS if needed.
2.) In the Settings app, tap Cellular. Make sure that your phone line is turned on. If you use multiple SIMs, make sure that the phone number you want to use is selected and turned on.
3.) In the Settings app, tap Messages. Turn iMessage off and then back on.
4.) Tap Send & Receive.
6.) Tap the phone number that you want to use with Messages.
