Safari Will Not Allow Password Export

I can't export my Safari passwords. Safari > Settings > Passwords. Select three dots at bottom of password list and select: Export All Passwords, it gives me a warning with 2 grey boxes, I select 'Export Passwords', I use the default name and location as my desktop, but when I select Save.....no file is saved and I get no other prompts? Wanting to save the passwords so I can import them to 1Password.
