Undue 2,99 USD charge

I am not using larger than 5GB of iCloud. Why APPLE is charging me 2,99 USD every month?

I don`t find an email support to handle this topic with APPLE. When I go to `Refund charge`, I don`t see the description with the name that appears in my balance: APPLE.COM/BILL xx/xx PURCHASE 866-712-7753 CA.

How can I interrupt this undue charge and get my money back ?
