Apple TV+ Family Sharing isn't working on Apple TV when Family user switches to their account

Apple TV+ annual subscription only works on Apple TV when primary iCloud user signs in. Family Sharing user is prompted to signup for free trial or paid subscription when they switch to their user on the Apple TV. User is in Family shared group and Apple TV is in the primary iCloud user's devices
