FaceTime volume lowers when exit certain apps.

I have an iPhone 11 Pro Max and an iPad Air 5th gen. While I am on FaceTime on either device, the volume of the FaceTime call goes down once I exit out of an app like Instagram, TikTok, and sometimes even games. It will only get loud again once I go back into a sound producing app. At first I thought it was my phone since is old but my iPad is new so I'm a bit confused.
