Apple TV 4K isn’t responding to remote Siri
I can’t get these Siri load to activate AppleTV turn on Wi-Fi. The iPhone doesn’t work with it either.

To use the software remote on iPhone, both devices need to connect to the same home network. If you need to set the network connection on Apple TV, you will need a functional remote first.

What is its version system software (tvOS)?
What is your model Siri Remote? Identify your Apple TV remote - Apple Support
The newer remotes have minimum system requirements for compatibility, so that might be a ‘Catch 22’ if you’re not up-to-date.
