Brand new 4K Apple TV 2022 worked fine for a few weeks, now restarting on its own over and over again. Rest to factory between restarts. no help. Updated all firmware to TV and Receiver, no help. Still restarting.

Problem SOLVED: it was the old HDMI cable from a HD Apple TV I was using. Replaced w/ a new HDMI Hi-Speed HDMI and it works great.

You seem already to have done all the diagnosis possible for this problem and your description suggests it has a fault. Take it to an Apple store with your sales receipt for inspection with a view to replace it.
It wouldn't hurt either to take a video of it restarting as in your description.
