Apple watch 6 synced several times

After restarting a new apple watch 6 already synced, iphone and the watch syn again, is it normal?

If by Sync you mean Pair then no it is not normal.
Restart the phone while the Watch is restarting.
The next action would be to erase the Watch and re-pair the devices
Unpair and erase your Apple Watch
and then
If no better you may want to unpair then set up without restoring the backup.
You may also want to make sure the software on the watch and iphone are BOTH up to date.
