We'll be glad to look at this with you further. Assuming you've followed all of the steps outlined in Add an accessory to the Home app, everything should be fine on the Apple side of things.
Are you able to add and use other accessories? If so, there could be an issue connecting with that specific Wemo device. If that's the case, you may need to reach out to Belkin to look into this with you further: How can I get support for my Wemo® product?
