Cannot open or save .heic file in messages.

Today my sister sent photos from her iPhone 13 to my iPhone 13 and they appeared as .heic files, a format I had not previously seen. I cannot view them and I cannot save them to files or the photo app.

IOS 16.2

heic format for camera turned on

never received files in this format previously, don’t know why it chose today to start doing this.

Has anyone figured out how to save these from messages to their files or photos on the iPhone?

Yes, I already read that. It did not have a useable solution in my situation. What did seem to fix it was moving to a different network where, suddenly, I could see the images, save them to photos, and forward them to others. I have no idea why that worked when restarting my iPhone didn’t, but my issue got resolved so I’m not going to hunt down whatever bug was involved.
