Save as dialogue window in Safari is inactive

Hello,


The issue is that when I select to download a file, because I have set the option "Ask for each download", Safari would open the dialogue window where I usually select the settings for the file to be downloaded - name, path, tags, etc. But the I am unable to click anywhere in that window. I can only close the window using the Esc button on the keyboard. If I use the Tab button the active field move from Save as, Tags, Search, The items on the left(folders) and back to Save as. I am unable to do anything else.


It doesn't seem to be a permission issue as I am unable to download files from my Gmail mailbox. I had no issues in the past.


I have macOS Ventura 13.1 It started a few days ago and I cannot point any action that might have caused it.


I appreciate if anyone can provide help with this.
