When hovering over the preview window in emails the cursor displays the URL, which hides the email content and is frustrating. Is there a way to stop the URL displaying on OS Monterey?

Yes, but I might suggest you leave it on for security reasons.
By having this on, one can quickly determine if the link will take you to some other url than the one your want BEFORE it goto to the website.
Something as simple as watching for www.micorsoft.com instead of www.microsoft.com
This happens more than one thinks.
I don’t use MS Outlook, so I can’t help you there, but a call to the Apple Tech support line at 1-800-MY-APPLE might do the trick.
I might suggest you consider switching to Apple Mail app, it’s included with MacOS, and it hasn’t required as many security updates as Outlook has.
There was no such selection in Mail. I though, should have mentioned that I use MS Outlook for my business mail, and that's where I have the issue.
Then you should contact Microsoft's support. Apple doesn't have anything to do with Outlook.
I don't believe there is any way to disable it in Mail.

I’m not on a desktop right now, but in Mail goto the prefs in top left menu of Mail. Look there for something like “display full mail headers”
