If I upgrade my iPhone before the two years of AppleCare+ is over, can I cancel and receive a partial refund, or transfer the remaining time to my new iPhone?

Transferring Apple Care:
No. You can only transfer the AppleCare+ coverage to a new owner or to a replacement device. IT cannot be transferred to a new device. See here: Transfer your AppleCare Plan - Apple Support
